Excellency considers unobjectionable, and in their general bearing are quite in accordance with the Instructions to the Governor and the Treasurer at Hong Kong which have been approved by Lord Stanley on 30 Jan.
He also thinks that sufficient provision is made for observing the necessary distinction between the accounts of payments for the Salaries of the Establishment of the Superintendent of Trade and of the Consular Establishments at Hong Kong.
Those for Consular Service are included in the Treasurer's Receipts as Advances only, repayable by the Superintendent, and that separate quarterly Accounts are rendered, showing the sums expended for these separate services.
Supported by separate vouchers, afterwards delivered in accordance with the directions contained in the Memorandum enclosed in Sir H. Pottinger's despatch, No.139, to the same effect, but since those directions apply for money as to the manner of keeping & rendering the Accounts.
It is considered desirable to wait until the convenience of the service at the distant northern Ports and the practical working of the Accounts should be fully ascertained before making any alteration in the General Instructions recently approved by Lord Stanley or any modification of the more detailed directions contained in the Memorandum submitted by Sir H. Pottinger.
